Issue
On a site with site groups enabled, changes to a role's permissions are not taking effect.
Solution
This is a known issue. To update permissions for sites with site groups, navigate to Module Settings > Permissions and click the Update button.

Can this article be updated, it's not very helpful. Should this be done for all the modules in the site individually?
